Regulations that apply to waste solar panels
Photovoltaic modules are regulated waste in most markets, and the framework differs enough between jurisdictions that a generic answer is useless. Thi
The document is a national ecological environment standard issued in draft for comment by China's Ministry of Ecology and Environment, titled 《废光伏设备回收处理污染控制技术规范》 — in English, Technical specification for pollution control of waste photovoltaic power device recycling. It is described in its own foreword as a first publication.
Its stated purpose is to prevent and control environmental pollution across the recovery and treatment of waste photovoltaic equipment, and it sets technical pollution-control requirements for the whole chain: dismantling and removal, collection, transport, storage, treatment, comprehensive utilisation and disposal. It states that it can be used as a technical reference for environmental impact assessment of waste PV utilisation projects — including site selection, construction, operation, completion acceptance, pollutant discharge permitting and cleaner production review.

The specification does not stand alone. It draws on an existing body of Chinese national standards for emissions, storage and waste management, which is a useful signal of what a treatment facility is expected to control. The referenced standards include, among others:
Two things in the structure of the specification are worth noting from an equipment standpoint.
First, it treats dismantling as a pollution control step, not just a recovery step. That puts containment, dust control and material handling within the regulated scope, which is precisely the part of a line that is cheapest to design in and most expensive to retrofit.
Second, it runs from transport and storage through to treatment. A facility that is designed only around the machine, without planning the storage of incoming modules and the storage of each output fraction, is planning a plant that will not satisfy the full chain.
Even if you operate outside China, this document is worth reading if you are specifying a line, because it describes the whole process rather than only the equipment — most regulatory instruments address either waste classification or emissions, and few address the dismantling sequence itself.
The standard is published by China's Ministry of Ecology and Environment. Standards and draft documents are published through mee.gov.cn, where the current status and any assigned standard number are available. Because the document was in draft at the time of writing, confirm its status there rather than relying on this page.
Tell us which parts of the chain the specification covers for your project. Containment, extraction, storage and weighing are the equipment-side answers, and we can scope them explicitly.
China's Ministry of Ecology and Environment has issued a national ecological environment standard in draft — 《废光伏设备回收处理污染控制技术规范》, a technical specification for pollution control in the recycling and treatment of waste photovoltaic equipment. It covers dismantling, collection, transport, storage, treatment, comprehensive utilisation and disposal, and is described in its own foreword as a first publication.
At the time this page was written the document was published as a draft for comment, with the standard number and the issue and implementation dates still to be assigned. Confirm its current status with the issuing authority before relying on it for a project decision.
The draft explicitly notes that solid waste streams such as discarded components and offcuts generated during the production, installation and maintenance of photovoltaic equipment may be handled with reference to the same standard. That makes it relevant to factory scrap recovery as well as to end-of-life module treatment.
Because it is one of the few documents that treats the dismantling sequence itself as a pollution-control subject, and our engineering is in China. If you are specifying a line anywhere and trying to think through containment, storage and separation, its structure is a useful checklist.
Tell us what arrives at your gate and what has to leave. The engineering team replies with the station configuration, the scope boundary and the information still missing before drawings start.

Three details are enough to start: what modules you receive, how fast you need to process them, and what output you have to produce.
